Abstract

This article studies the members of the councils responsible for carrying out public policies in Curitiba, Brazil. The councilors are first seen as having, in comparison to the Brazilian population in general, greater resources of political culture and incentives for political activity. The paper then analyzes two theoretical questions related to “political culture”: the problem of the causal relationship that exists between those institutions and the political culture of their members, and political culture as a resource that is unequally distributed among the groups that make up the bodies being studied and that is one of the bases of political inequality within Brazilian society.
