For well over a decade, a debate has been taking place in regards to the relationship that should be forged between social policy and labor market policy. Under such framework, the current paper's aim is to analyze in which way this relationship is conceived in the proposals of the World Bank, considering that said organization is an international entity that has championed and promoted neoliberal ideas in Latin America. The paper reviews a specific kind of employment program, the Public Works Programmes, with the objective of identifying the association being proposed between employment and poverty
