The article aims to show the effects of programs for poor people in Mexico, beyond the specific accomplishments to ensure that this population left behind their social status of poverty, under the consideration that the programs are intended, aimed not promoted transform the subjectivity of this core population, under circumstances indicating that the condition of poverty is not the result of adverse social conditions, rather it is considered in the logic of programs resulting from structural constraints of the individuals themselves so that the State responsibility is only to compensate for deficits this population. Therefore, the condition of poverty is not defined as a result of state-generated social macro factors. To take this view of reality is necessary to establish new forms of subjectivity and to this end are directed programs for the poor.
