At this point there are several central and local governments that are driving actions to address climate change, but the results may be affected, inter alia, by its own institutional capacity. In this sense, this paper seeks to analyze the institutional capacity the Federal District (DF) is building to address the climate change through one of its components, the administrative capacity.
