This article shows the results of a research made with the intention of making plausible the idea of a critical public policy in Latin America, supported in the ideas of Enrique Dussel. From the construction of a conceptual model that collects his main ideas, the traditional public policy is interrogated in the form of the rational policy analysis. From this point we identify certain characteristics that should be contained in a critical public policy.
