Abstract

The objective of this paper is to provide a general overview of the aspects that define the strategic relationship between Europe and China, centered on the scientific cooperation and mobility promoted by the European Commission and the Chinese Ministry of Education in recent years. The shared vision of China and the United States in terms of scientific mobility and exchange programs is necessary, as migration flows of Chinese origin have always been primarily destined for United States soil. The objective of Sino-European cooperation is based on reforming the higher education system to do away with the “brain drain” that has had a dramatic impact on the Asian nation and member countries of the European Union.
