In some countries, women assume many functions of the welfare state. Accordingly, their massive migration to developed countries causes welfare losses to their native countries. Even if the so-called "brain drain" and "care drain" represent an important loss for the native countries, migrants do not have a moral duty to compensate for this loss. It would be unfair to impose taxes on them. Disadvantaged individuals, considered on a global scale, should have priority in redistribution policies. We advocate for equality of opportunities from a cosmopolitical perspective.
