Abstract

This paper presents a proposal for regulation in the water market of the Lerma-Chapala river basin. Intervention is aimed at assuring a minimum level of water for the Chapala Lake; the regulation is formulated using a water bank. The proposal is based on the idea of buying water from upstream farmers to subsequently deposit it in the lake when shortage arises. Three possible financing scenarios are analyzed for the water purchase-sale scheme.
