Abstract

This article presents the problems that have arisen in the process of planning and construction of water infrastructure in Mexico, particularly dams and the problems they face: technical, social, economic and environmental. From a new methodology proposed in the international field, based in a risk management analysis risk and the incorporation of human rights-based approach, change processes through which the construction is decided, from the planning stage to viable in the future these great works, when necessary.
