It has been found a wide agreement stating that in public administrations proliferate workplace harassment behaviors which achieving worrying levels. The fair procedures (equity in organizational procedures) is one of the predictors of workplace harassment in organizations. The objective of this research has been to seek the treatment that the organizational structure of the Spanish city towns does of fair procedure factor in its relationship with these behaviors. To do that, it has been analyzed the current regulation which establishes the organizational structure of these entities and regulates the relations of all human, political and staff resources. The results obtained lead conclusions that allow to state that the organizational structure of the Spanish city towns is not preventive of workplace harassment in regard to fair procedure factor, and that its current treatment makes this administration a compatible organization with the appearance of the problem.
