COLMENARES, Neida  and  EDUARDO-THAYER, Luis. Multilevel Analysis of Instruments and Institutional Coordination that Manage the Migration Issue in Chile. Gest. polít. pública [online]. 2022, vol.31, n.2, pp.95-121.  Epub Feb 19, 2024. ISSN 1405-1079.  https://doi.org/10.60583/gypp.v31i2.1258.

The aim of this article is to analyze in a multilevel way the instruments that govern migration in Chile, and that contribute to produce the precarious legal status of immigrants, having the local territories and the vertical coordination that occurs between the central government and the municipalities as the main axes of analysis to implement such instruments. A registry of the migratory normative framework in Chile is built up to 2021, categorized according to territorial scale and type. Migration statistics are presented, accounting for their socio-spatial coordination and the vertical coordination is characterized based on the identification of key aspects. The research design is mixed, based on a documentary review and the application of a survey to 218 public officials, who work with migrants in 25 per cent of the Chilean communes (87 municipalities).

Keywords : immigration policy; multilevel coordination; migration; municipalities.
