Abstract

This research studies the planning process and coordination among citizen security authorities in Colombia. Using six case studies, we formulated and applied surveys and conducted focus groups with more than 50 policymakers at the territorial level. We created four variables to interpret our findings: nation-territory articulation, local capacities, the influence of empirical evidence, and good practices in territorial planning. The research results are bittersweet: although there is an intention for co-responsibility between the nation and the territory, the capacities differ notably among the six cases studied.
