Analyzing the contemporary tendencies of Public Administration with base on the processes of change in the society and the State, which are influenced by the factors that foster globality, institutional reforms, redesign of the management systems, the importance of fortifying the directive capacities and the imperative to value democratization which means allowing the administrative institutions to approach new and old problems beyond mercantile and management expositions, since the realities faced are characterized by the increasingly active behavior of the public spaces, the relations of conjunct responsibility and the structuring of aptitudes that demand better answers from the government, to order and solve exigencies that have their origin in the plurality and diversity of civil society, undesttood like a system of coexistence and cooperation that postulates as an objective with the aid of public authority the overcoming of restrictions to develop conditions of individual and collective accomplishment.
