Abstract

Federalism in Mexico from its original conception in the Constitution of 1824, has undergone transformations and adaptations to the new demands from States and Municipalities in order to change from centralization to decentralization, in order to vest more faculties and attributions of the Central Government toward other government levels, at the time of creating organizations as the National Conference of Governors (Conferencia Nacional de Gobernadores, Conago) for the case of the states and associations such as the National Conference of Municipalities of Mexico (Conferencia Nacional de Municipios de México, Conamm) among municipalities as a real counterbalance to fortify federalism; because of this reason we next analyze some aspects of decentralization which have contributed to the fortification of federalism in Mexico.
