Abstract

SANTIBANEZ, Lucrecia. Reforma educativa: el papel del SNTE. RMIE [online]. 2008, vol.13, n.37, pp.419-443. ISSN 1405-6666.

The purpose of this article is to attempt to define the nature of the influence of the National Union of Workers in Education (Sindicato Nacional de Trabajadores de la Educación-SNTE) in the educational sector, basing the discussion on educational reform from Mexico's Congress as well as the Secretariat of Public Education (SEP). An analysis of the educational commissions reveals the significant participation of the SNTE as the gatekeeper of initiatives that eventually affect educational legislation; the importance of SNTE'S veto power in educational reform is seen to be due to its participation in the middle and upper management of the SEP, its control of the structure of the teaching profession, and its participation on mixed commissions. These findings broaden our knowledge of the influence of the SNTE in Mexico's educational sector and its potential implications on the quality of education.

Keywords : unionism; educational reform; policy; educational legislation; Mexico.
