Abstract

NARDACCHIONE, Gabriel. The Dispute of Educational Rhetoric in the Argentina of the 1990s: Between the Modernization of the System and the Defense of Public Schools. RMIE [online]. 2012, vol.17, n.53, pp.407-435. ISSN 1405-6666.

This article analyzes the rhetoric and political elements of discussion that appeared in Argentina's educational setting during the 1990s. Debate focused on two educational models that emphasize declarations of educational rights and objectives, oscillating between the development of a modernizing reform of the educational system and the union's political defense of the traditional model of public education. The period of analysis has two phases: from 1993 to 1996, with the imposition of the rhetoric of the educational reform of the federal Ministry of Education; and from 1997 to 1999, with the protest of the Confederation of Workers in Education of the Argentine Republic.

Keywords : right to education; public education; political discourse; teachers' unions; educational system; Argentina.
