Abstract

Keeping in mind the idea that as long as concepts are not clear any attempt of measurement will be in vain, we have decided to undertake the task to precise -to the extent we can- the concepts of marginal and marginated statues, so as those of poverty and inequality. All of these concepts are closely related to the poverty combat policy in Mexico. Ever since Conapo proposed and computed the marginated status index in Mexico, many still associate the index to the old concept of marginal status. However, we support the argument that the similarity among them is limited to the morphological similarity of words. In reality, the conceptual content of both concepts are quite different. On the other hand, confusions regarding the notions of inequalities in income distribution and poverty are not unusual. In fact, it is often informed that poverty increased right after inequality did, and vice versa. Nevertheless, research in Mexico has proven that after the crisis in 1982 and 1994, a decrease in inequality has occurred, yet combined with an increase in the impoverishment level of population.
