Abstract

This article examines the changes in social policies in Latin America due to the structural changes experienced by most countries in the region since the 80s. These changes are: the significant reorientation of the development strategies with growing presence market oriented mechanisms as the budget assignment, the return of democratic political systems, the reformulation of the role and duties of the State, and the transformation of the civil society. This analysis, supposes that social policies are a central dimension in the relation State-economy-society. Also, this analysis intend to show that, apart from the technical aspects of the design of social programs, a conceptual reorientation of social policies have an important political dimension, as well as significant implications in terms of development strategies. To organize the analysis the article identifies and analyzes the dimensions of social policies where conceptual reorientations have been identified and where these social policies have led to specific reforms in many Latin American countries.
