Abstract

The article tries to briefly give account of the multiplicity of factors that enter into game at the time of defining or decide the social policies, education and attention to marginalized population. It includes therefore, a reflection next to the description of the characteristics of the main policies implemented in the past. This process takes to the author to construct brief theoretical on the deep causes that are behind political happiness. It denotes for that reason, the governmental assumptions that they make way to the form and implementation of such policies with based in the analysis that relates to these to their structural causes and the institutional manoeuvre margin to operate them. Whereas the modernization of the public administration and its times governmental assumptions of operation (the point of view of the advisers) were evolving, the marginalized population (of the macroeconomic development) grew without precedent. This fact puts in doubt the official point of view on the decisions of economic policy. For that reason, the attention programs to marginalized population, more than thar solving the problem that faces, objective is to legitimize the model of selected development. These matters and the institutional impact that they cause are the main target of the work.
