Abstract

The metropolization process that we have lived through the expansion of Puebla's urban area, is an spontaneous process that has nothing to do with any planning intervention. Indeed, it's the people that have been expelled from the inner city, and rural towns of the state of Puebla, who have defined the way in which this "not proposed" city has been growing. In fact, we could talk of a "city of the people" due it is the people's needs which have given the city the configuration it has today. Nevertheless, that is not true either. People have made an answer of their own, but at the same time that answer is not theirs, because it is subject to the changing scene defined by the local power in infinite bends which are not under their control and slip from their hands. Therefore, their capacity to build their alternatives of life became somebody else's. Consequently, the so called "irregular settelements" lose their spontaneity to get lost in a bureaucratic inertia that avoids development and amelioration of their life quality.
