Abstract

ORDONEZ-BARBA, Gerardo. Scope and limitations of the right to non-discrimination policy at the sub-national level in Mexico: The case of Baja California Sur. Pap. poblac [online]. 2012, vol.18, n.72, pp.247-286. ISSN 2448-7147.

The implementation of the right to non-discrimination policy in one of the states of Mexico -Baja California Sur- which are most advanced in this matter, at least formally, is analyzed in this article. The objective is to show the scope and limitations of state legislation concerning equality, citizenship, discrimination and vulnerable-group protection as well as of state programs, institutions and resources that provide for the integration of people and groups who suffer of discriminatory treatment, exclusion or violence. The study shows that in spite of legal progress, the actions carried out and resources invested in this field of responsibility are far from being efficient in ensuring the full exercise of the right to non-discrimination for the inhabitants of Baja California Sur.
