Regional inequalities and the role of innovation as a determinant of development have been at the heart of the literature on regional innovation systems (RIS). However, empirical contributions have not commonly addressed these phenomena over time. The objective of this article is to analyze the inequalities between RIS in Argentina during the period 2003-2013 through the development of a synthetic index and different subdimensions. The results show the continuity of deep heterogeneities between RIS, which leads us to rethink public policies in this period and highlights the need for future interventions addressing territorial inequalities.
