Mato Grosso do Sul is one of the states in Brazil with a strategic presence in relation to the environment. The objective of the study is to analyze the evolution of the development of 78 municipalities belonging to Mato Grosso do Sul, between 1991, 2000 and 2010. The method used was the data envelopment analysis. The result shows that some municipalities registered sustainable development while others did not, that is, there was allocative efficiency in the inputs of the economic and social variables; however, there is no significant improvement in the case of the environment.
