Posed as challenges and paradigms of higher education in our country: the construction of the knowledge society, universal access to higher education, budget resources in line with international standards, diversification of funding, transparency and accountability, internationalization higher education, creation of mechanisms for evaluation and accreditation. In such aspects, the State should regain its leadership and strengthen your stewardship, for it requires a plan containing programs, policies and long-term strategies. To facilitate the purposes designated, is required to review the constitutional principles and issue a higher Education Act.
