Abstract

The reforms to the third article since the constituent power of 1917, until the last constitutional reform about the cited precept published on February the 8th, 2012, allow us to understand that is one of the constitutional norms in which the State has shown interest in establishing the rules of the game of how is going to be the education in the diverse levels in Mexico. From the free education but lay, the socialist education, also the university autonomy, the control of the study plans and programs with the objective of the analysis of a political educational philosophy in which the power factors of the Mexican State pretend to control the educational systems with the objective of conducting and in some cases mediatize the intelligence of the mexicans.
