Abstract

This paper addresses the analysis of the dimensions of the quality of democracy: horizontal accountability, specifically that which occurs between the executive and legislature in the case of Paraguay. It examines the constitutional design of the 1992 accountability from the perspective of the influence of authoritarian legacies. This work is divided into three parts, first is the theoretical details, second talking about the design of horizontal accountability in the paraguayan Constitution of 1992 and the last theme explores the relationship between the constitutional design and authoritarian traditions.
