Abstract

CARDENAS GRACIA, Jaime. Homeland Security Law and Militarization. Cuest. Const. [online]. 2019, n.40, pp.277-316.  Epub Mar 20, 2020. ISSN 1405-9193.  https://doi.org/10.22201/iij.24484881e.2019.40.13235.

This paper explores the reasons why the government and other political actors want a new interior security law in Mexico approved. Some initiatives of this law are described and critically examined. It puts forth arguments supporting the view that security is a responsibility of civilian authorities in a Constitutional Rule of Law and not of the armed forced. The conclusions argue for constitutional reforms that will avoid the militarization of the country.

Keywords : Interior Security Law; Militarization; Geopolitics.
