Abstract

This article proposes that the conceptual distinction of the different aspects of the right to information is fundamental for the adequate conformation of the positive law that regulates it. The foregoing is applicable to the entire corpus iuris, from the constitutional texts to the more detailed regulations that exist in this regard. The need for conceptual clarity has, as a consequence, additionally, a more precise normative conception of the informative guarantees necessary for the proper exercise of the right and a guaranteeing vision on the way to establish its directives.
