Based on the conceptual architecture of the General Theory of Social Systems (TGSS), the problem of the legal-political order in the periphery of modern society is problematized, tracing the forms of institutionalization of structures, semantics and expectations and the artifacts that reproduce and parasitize in those structures with which, paradoxically, the preeminent functional and differentiated preeminent order in the modernity of modern society.

If the capture of states apparatus has been one of the characteristics that define the articulation of order in the region, how these structures stabilized, how they define even the expectations that steer the assumptions of the functional differentiation, operating factually with the logic of a stratified social order and promoting relationships clientelistic.
