Abstract

This paper analyses the performance of public institutions and independent grass roots organila zations in the area of housing development in Mexico City. At its core, this study deals with the Élu contributions to the housing and urban environment made by the inhabitants of Mexico City's historic downtown and by a group of housing credit applicants in the borough of Iztapalapa. The neighbors restore old buildings and contribute to the renewal of the city's historic downtown.The 3,0 credit applicants create new housing and help to achieve an orderly growth of the urban periphery by providing infrastructure and equipment. Both groups are playing central roles in Mexico City's housing and urban process.
