Abstract

The construction of the electoral system in which the citizen and the technical branches interact simultaneously is analyzed in the first part. In the second part, the context and the most relevant aspects of the electoral reform of 2008, that included prohibiting the sale and purchase of radio and television time, are studied. The third part examines the audit system for the resources spent by the political parties, and the use of these norms within the electoral process 2012-2013. The last part is a detailed analysis of three cases involving the interpretation and application of the rule that embodied the leftish claim "voto por voto". After studying the three cases and the way the recount rule was interpreted and enforced by the electoral authorities, we could see that it was favorable to political parties and not citizen oriented.
