Abstract

This article intends to understand the relations established between the indigenous communicators of the state of Oaxaca and the agents of the State within the framework of the promulgation of the Federal Law of Telecommunications and Broadcasting. It is mainly based on the analysis of the indigenous previous consultation carried out by the Instituto Federal de Telecomunicaciones in 2015. Thinking about these relations from hegemony and counter-hegemony allowed us to observe the ways in which the involved actors negotiate, resist, conflict, seek solutions and generate tensions. What I called epistemic misunderstandings within a “battlefield of knowledge” is a contribution to a better understanding of these relationships.
