Abstract

This paper analyzes the problems of community politics and public management in the Bolivarian Republic of Venezuela by studying the experience of the Lagunillas municipality, in Zulia state. The study interprets politics as a type of social relationship characterized by the conquer and/or exercise of power, as well as by the material or symbolic resources associated with politics. The latter is assumed in a bi-dimensional perspective: as a ruling of men and women; and as a management of things. Results point out to a concept and praxis of community politics characterized by co-option, conflict, and party debates that restrict the autonomous participation of people.
