Abstract

VELASCO YANEZ, David. The most expensive ombudsman system in the world... and the most inefficient?. Espiral (Guadalaj.) [online]. 2015, vol.22, n.63, pp.185-220. ISSN 1665-0565.

The article continues with the analysis of the field of human rights defenders in Mexico, now raising the issue of the role of the ombudsman system regarding the assassinations of human rights defenders in Mexico. Five indicators are used to measure the efficiency of the national human rights institutions: budget, independence, link between complaints-recommendations-human rights violations, link between the recommendations made and the national and local social issues, and finally, the relation between the national human rights institutions and the NGO's.

Keywords : ombudsman system; human rights; efficiency; budget.
