Abstract

In order to understand the interactions among the engaged actors regarding water management in the city of San Miguel de Allende, in Guanajuato, the involved frameworks of perception and government institutions were subject to analysis. Having a qualitative research approach as a starting point, the analytical framework of the public policy regime was used, focusing on three variables: actors, institutions and ideas. As a methodological strategy, in-depth interviews were conducted, and the institutional grammar methodology was implemented. It was found that there is a lenient regulation, an institutional framework that does not favor robust governance, and conflicts that arise because of the water supply shortage in the city that do not achieve political attention due to the dispersion of environmental issues and the lack of mechanisms for citizen participation.
