Abstract

When the States take decisions on the use and management of shared natural resources with other countries, conflicts often arise. International Principles have been formulated to avoid such conflicts. Those principles should be respected and applied according to the laws of the States. Based on that, the laws of the founding countries of the Mercosur are analyzed. The laws of Argentina, Brazil, Paraguay and Uruguay are compared, strengths and weaknesses are highlighted. In addition, two projects involving Mercosur countries are recovered: Binational Itaipu project and the Guarani Aquifer Project. Finally, the advantages and profits of progress in the unification and coordination legislative are considered.
