Abstract

MAIA, Eduardo. Three Fronts of Lula’s Administration Foreign Policy Toward Central America and the Caribbean. Latinoamérica [online]. 2023, n.76, pp.201-226.  Epub Mar 17, 2023. ISSN 2448-6914.  https://doi.org/10.22201/cialc.24486914e.2023.76.57527.

The present paper fills a gap in a much-discussed subject as well as it offers a perspective that can both contribute to understand Brazilian foreign policy and substantiate future researches. The objective is to analyze the foreign policy of the Lula administration toward the Central American and Caribbean region. We argue that Brazil’s actions took place on three fronts: social-humanitarian, economic, and political-strategic. The work was developed based on the Resenhas de Política Exterior do Brasil (Brazilian Foreign Policy Reviews) and bibliographical research on the Brazilian bibliography existing on foreign policy of the period. We conclude that the region gained importance without, however, changing its condition as a secondary axis of Brazilian foreign policy, still subordinated to other regions and objectives.

Keywords : Brazilian foreign policy; Lula’s government; Central America; Caribbean.
