The complex interdependence in the 70s becameone of the classic paradigms to explain the international relational new players who made their appearance on the worldstage. Thus from this paradigm emerge various approaches that seek to respond to the phenomenon. This paper is a compilation of international activity of subnational governments from the perspective of federalism, regionalism and decentralized cooperation. We conclude that the activity has enabled the component parts of sovereign states to participate in international cooperation, since a secondary level for decision-making by the need to consolidate spaces to meet local needs.
