Abstract

The objective of this paper is to demonstrate the enormous need to implement the legislative assessment in our country as a way not only to improve the performance but as a step forward in the development legal social; this is also in the interest of achieving legal technical better laws and more in line with the actual requirements as well as the transparency of the scope of its function toward a society, for which the legislature represents a work that does not understand and that considers unnecessary and costly. To do this, methodologically is constructed as a theoretical research-dogmatic, in resorting to legal hermeneutics, comparative historical method to the epistemological and doctrinal support with a broad, which allows the conclusions issued. The new currents of political thought and legal doctrine go hand in hand in the exploration of answers to the most serious social conflicts that afflict the Mexican society. In this context, the value of this work is the reflection on the current legislative production and if this is routed to solve really what it seeks to alleviate or is based on false assumptions and in palliative care populists who do not demonstrate their effectiveness. In conclusion, in the face of all this arises at the global level the figure of the legislative assessment, whose progress has been slow while are consolidated as a paradigm that allows you to determine the degree of success in the legislative performance in terms of the functions that the Constitution entrusts to them.
