This paper aims to elucidate the instruments used to coordinate social policy in Mexico in the food sector from the perspective of public policy transfer. In order to achieve this, documentary analysis of the National Crusade against Hunger was used in primary and secondary sources; in addition, the perspective of public policy transfer and institutional analysis was used. As a result, it is not clear how this Crusade contributed to the resolution of a social problem such as hunger, nor is it possible to identify its contribution in other fields. The absence of a food policy results in the design of fragmented and partial interventions, weakly defined. The design and implementation of the National Crusade against Hunger and the Brazilian Fome Zero program are studied as mechanisms for adaptation and institutional learning. In conclusion, it is established that there are inconsistencies in the interpretation and expression of the problem to be solved with respect to the origin of the policy and the system.
