Petróleos Mexicanos experience technical bankruptcy. In 2003 its corporate assets fall down 93 percent, and its total liabilities increased four times (at 1993 prices). From 1990 to 2003 Pemex net yields before taxes expanded 57 percent, while its fiscal burden grew 11 5 percent. The company lacks an adequate capital base and dynamism to maintain a solid expansion of its operations. It is indispensable to change its tax regime, give it autonomy of administration, and restructure and increase its capital.
