Abstract

This article makes a significant contribution to the current discussion on energy reform in Mexico. The author reviews the economic policy positions and the basic considerations that, in his opinion, should be addressed in any genuine energy reform designed with national development in mind. By examining the official oil reform proposal, the author clearly reveals the government's intention to privatize-an intention that is covered up by an insufficient and clearly predetermined assessment, and by its attempt to reform secondary laws in order to violate provisions in the Constitution in relation to oil. The article also addresses issues related to energy transition and security, oil reserves and the priority given to exporting oil. The author emphasizes the nature and implications of these processes, the way in which they have been addressed and the essential aspects to be considered when formulating policies that are coherent with the current energy situation and its international context.
