Abstract

This article analyzes energy reform in the context of an eventual US recession, the worsening of Mexico's trade deficit, and processes and pressures in public finances. It states that the liberalization policies implemented have not translated into greater industrial or agricultural development, or job creation or greater well-being for the population. Throughout this article, the author analyzes aspects of the reform proposal, such as the autonomy of Pemex administration, national sovereignty and the rule of law. The author proposes the need for tax reform. He states his position on how oil revenue should be used. And he concludes that the country finds itself at a moment in which it needs to decide whether to continue with prevailing policies or change the process in favor of development.
