This article offers elements and facts to asses the programs that Pemex is designing, and beginning to execute, in the deep waters in the Gulf of Mexico. It describes the recent constitution of the first assets for the exploitation of the first deep fields of the project Coatzacoalcos. It outlines the number and the depths of the locations of perforation assigned to all five rigs already contracted to operate from 2007 to 2015. Likewise it questions the plan of unitization that tries to negotiate with the United States a Intersecretarial Commission, in which the Energy Ministry, the Finance Ministry, the Foreign Affairs Ministry and Pemex work together on future coordination with the US on this issue. The author says that before there must be defined the existence of the cross-border fields, its location as well as the viability of its exploitation. He concludes that a project of activities for the exploration and development of the deep waters must integrate the Mexican engineering, and the national institutions of investigation.
