Abstract

The National Autonomous University of Mexico has offered its support in forming a work group that unites the experiences and abilities needed to establish ideas and proposals guided towards affronting the crisis. As a result of the group's work, this document offers various contributions of the plural vision of the world crisis and its impact on the Mexican economy, a critical analysis of the economic policy in force in Mexico and of the existing alternatives. It also warns us that the emergency has not passed, and therefore it is imperative that we give the highest priority to countercyclical policy. It sustains that the main problem for the Mexican economy is not a circumstantial public finance deficit, but instead an ongoing strategy that leads to the dismantling of the productive apparatus and perpetuates inequality. The document proposes the coordination of an integrated approach including fiscal, social and labor policies. It also proposes the creation of an Economic and Social Council and the reevaluation of the State's role in the economy, as fundamental actor; because in order to guarantee the correct operation of markets and economic growth, we need a wide and effective social protection regime and a strong, transparent and accountable State.
