A review of the international order and recognizes the growing transnationalization of economies and the growth of private interests. Especially from the decades of the eighties and nineties of the twentieth century that the paradigm emerges strongly associated with the Washington Consensus which aims reorder the world in the terms dictated by the demands of globalization. However, in many countries proliferated trade and financial imbalances that led to the great recession of 2008-2009, where global imbalances reached unpalatable limits. The current situation confronts confusion and conflicting objectives. International agreements are absent renovators who can fill in the gaps of an international order worn. For now, the debate is still centered between austerity or combination with developmental and employment policies that may prevent an even greater divide.
