Abstract

One of the relevant aspects in the analysis of municipal management is the valuation of its autonomy. The autonomous character of the municipality does not always guarantee a significant level of independence; therefore it is necessary to analyze its structure depending on constitutional and legal framework, and the relationship with the society. This time, we will reflect on features of this autonomy, the levels it can reach and its content, in order to tackle the principle of participation and within its mechanisms, the participatory budget.
