Abstract

DIAZ PEREZ, Fernando. City councils. Integration and competitions: Comparative analysis in three states of Central Mexico in the stage of alternation. Rev. IUS [online]. 2013, vol.7, n.32, pp.210-228. ISSN 1870-2147.

This paper explores the conditions and the levers for change that favour municipal organic law in threes states with different states of alternation: Hidalgo, Guanajuato and Tlaxcala. This is a research on different stages of legitimization of local governments in these states and the consequence in the institutional processes. There is a change in local democracy and an exercise of a less authoritarian power.
