Abstract

The transformation of the Mexican political system was given after 70 years, by means of the pacific transition to democracy. For its consolidation, it requires more than just the modification of the archaic structures inherited from the old decadent State that operated for a long time and caused social chaos. Now, it is also necessary to modify the uncompromising, vertical, stale and authoritarian national communications system that dominated thru the last decades in Mexico. The process to build the Mexican democracy can not be possible, without the deeper democratization of the national information structures; thus, democracy is not possible, unless the communication systems are plural, public and diverse.
