Abstract

OCHOA TINOCO, Cuauhtémoc. Popular Urbanization and Citizen Participation in Mexico City. The Case of the Cuautepec Valley, 1960-2010. Polis [online]. 2021, vol.17, n.1, pp.129-168.  Epub Nov 03, 2021. ISSN 2594-0686.  https://doi.org/10.24275/uam/izt/dcsh/polis/2021v17n1/ochoa.

The text analyzes the construction of the urban space from the social action, based on an organizational experience of social management in the Cuautepec Valley, Mexico City. This case shows, on the one hand, different moments of the process of popular urbanization in that locality; and on the other, it tells us how, despite the limited and controlled frameworks of participation that existed in the PRI regime, autonomous forms of participation of a citizen nature capable of action and negotiation with the local political powers and the city. Finally, it is exposed how this citizen front participated in the dispute over space and social legitimacy in the construction of the territory between self-styled «originarios» and those called «avecindados».

Keywords : Popular urbanization; citizen participation; corporatism; social managment; Mexico City.
